PACE ready to make proposals to resolve Nagorno-Karabakh conflict: PACE chairman

Parliamentary Assembly of the Council of Europe (PACE) Chairman Luis Maria de Puig is prepared to make offers to resolve the Nagorno-Karabakh conflict. “We will try to find a way out of the situation and make proposals. But the sides should reach an agreement,” Puig said at a news conference on Jan. 26. The PACE winter session began on Jan. 26. The Council of Europe Ad Hoc Committee was formed to prevent conflicts in member nations and is engaged in resolving frozen conflicts, including Nagorno-Karabakh, Puig said.

“The Council of Europe is trying to mediate the situation and create an atmosphere of confidence among the sides,” Puig said.

“The Azerbaijani and Armenian delegations held a meeting at a previous session to solve the conflict and their meeting was positive and constructive,” Puig said.

Puig said a new committee chairman has not been elected, although an election is on the agenda.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Azerbaijan lost all of Nagorno-Karabakh except for Shusha and Khojali in December 1991. In 1992-93, Armenian armed forces occupied Shusha, Khojali and 7 districts surrounding Nagorno-Karabakh. Azerbaijan and Armenia signed a ceasefire in 1994. The co-chairs of the OSCE Minsk Group – Russia, France, and the U.S. – are currently holding the peace negotiations.
